Abstract

UK: У статті розглядається аспекти формування системи національної економічної безпеки України. Аналізується процес формалізації результатів наукових досліджень у вигляді нормативно правових і законодавчих актів. Проводиться аналіз методичних рекомендацій щодо розрахунку рівня економічної безпеки України, які затверджені наказом Міністерства економічного розвитку і торгівлі. Розглядається алгоритм формування інтегрального показника економічної безпеки, а також субіндексів та індикаторів економічної безпеки. Проведено дослідження складових економічної безпеки України. Визначено ієрархічний характер впливу економічних показників. За підсумками розгляду Закону України “Про національну безпеку України” визначено систему адміністрування національної безпеки України за всіма функціями: організаційна, планова, обліку, контролю, аналізу і прийняття рішень. На прикладі затвердження стратегії національної безпеки України розглянуто динаміку процесу адміністрування з визначенням нових складових формування інтегрального показника економічної безпеки. EN: The article considers aspects of the formation the national economic security system of Ukraine. Ukraine's national economic security is now under the influence of new threats that have not even been considered in research before. Therefore, the issue of structuring threats and forming a system of state administration economic security of Ukraine is gaining new importance. The article analyzes the process of formalization of research results in the regulations and legislation. The methodological recommendations, which are approved by order of the Ministry of Economic Development and Trade, for calculating the level of economic security of Ukraine are analysis. The components of economic security are considered. Subindexes are defined for each security area. The hierarchical nature of the components formation for each area of economic security is defined. At each level of the hierarchy, the indicators that shape them are determined and their normalization is performed. The algorithm of the integrated indicator formation of economic security, and also subindexes and indicators of economic security is considered. Mathematically, the impact of each index is calculated as the sum of the products of the weights and the normalized estimate of the corresponding indicator. Based on the results of the Law of Ukraine “On National Security of Ukraine” consideration the principles of national policy in the field of national security have been determined. Based on the provisions analysis results of the Law on National Security, the system of national security administration of Ukraine has been researched for all functions: organizational, planning, accounting, control, analysis and decision-making. It is noted that the Strategic Management of National Security is based on the national security strategy formed by the National Security and Defense Council of Ukraine. The sphere of fundamental national interests also includes Ukraine's integration into the European political, economic, legal and security space, membership in the European Union and the North Atlantic Treaty Organization, development of equal mutually beneficial relations with other states. An economic security strategy is a component of the national security strategy. The Law of Ukraine “On National Security” also defines the norms of administration the monitoring process the level of national security and economic security. On the example of the national security strategy approval of Ukraine, the dynamics of the process administration with the definition of new components of the formation of an integrated indicator of economic security is considered. Also study of modern components of Ukraine's economic security, which have not been previously determined, has been conducted. Анализируется процесс формализации результатов научных исследований в виде нормативно правовых и законодательных актов. Проводится анализ методических рекомендаций относительно расчета уровня экономической безопасности Украины, которые утвержденные приказом Министерства экономического развития и торговли. Рассматривается алгоритм формирования интегрального показателя экономической безопасности, а также субиндексов и индикаторов экономической безопасности. Проведено исследование составляющих экономической безопасности Украины. Определен иерархический характер влияния экономических показателей. По итогам рассмотрения Закона Украины "О национальной безопасности Украины" определена система администрирования национальной безопасности Украины по всем функциям: организационная, плановая, учета, контроля, анализа и принятия решений.
